Home Sales UP in Cincy Area
October Strongest % Gain This Year
Local home sales -- for the fifth month in a row -- surpassed sales activity from a year ago.
Sales last month totaled 1,724 homes, up 15% from last October. It was the strongest
year-over- year return for any month this year.
Nationally, home sales increased 23% from a year ago.
The federal tax credit for first-time buyers continued to be the positive “shot in the arm” for
buying last month. That program was set to expire Nov. 30.
Other factors for the October gain included low mortgage rates and a favorable inventory of
homes from which a buyer could select. Mortgage rates for a 30-year fixed rate loan now average
5.07%. A year ago it was 6.31%. Lower mortgage interest costs a homeowner less each month in
housing payment.
Congress recently extended and expanded the tax credit program for home purchases made by
April 30, 2010 and close by June 30. The enhanced program continues with a tax credit up to $8,000 for
first-time buyers, but also $6,500 for current homeowners who buy between now and April 30.
Inventory of homes for sale currently is at 7.48 months compared to 10.28 months a year ago. A
balanced market – for buyers and sellers -- is from 5 to 6 months.

The 30 Year FRM averaged 4.83% with an average .7 points down from last week’s average of 4.91%. Last year at this time the 30 Year FRM averaged 6.04%. The 15 Year FRM averaged 4.32% with an average of .6 points down from 4.36%. WOW these are some great rates!!!

Homebuyer Tax Credit - Extension Update
The current $8,000 tax credit for first-time homebuyers set to expire at the end of the month, President Barack Obama is expected to quickly sign the measure into law to extend benefits through April 2010. The program would also allow a $6,500 credit for homebuyers who have lived in their current residences for five years.

Waiting for Homebuyer Tax Credit Extension
Work is under way in the Senate to extend the credit.
Housing industry insiders fear the residential market's recovery will likely be hurt if the tax credit expires. The National Association of Realtors claims first-time buyers account for 50 percent of all sales.
Congress is moving toward extending, expanding or replacing the tax credit. The Senate is expected to vote soon on a bill co-sponsored by Georgia Republican Johnny Isakson that would extend the deadline five months to April 30, 2010, and make the credit available to all new home buyers, not just to first-timers.
The new legislation would extend the $8,000 credit for first-time buyers and create a $6,500 credit for others so long as they have owned a home for at least five consecutive years since 2001.
Cincinnati area Realtor Michelle Sloan says, "Extending the credit and expanding it to all homebuyers will have a positive effect on the local and national economy. The extension will give buyers time to save money for downpayment and find the perfect home for their needs."

Extend the Tax Credit
After last Wednesday's meeting with President Obama and House Speaker Nancy Pelosi (D-Calif.), Senate Majority Leader Harry Reid (D-Nev.) released a statement that the government should, "continue efforts to strengthen the housing market by extending the home buyer tax credit."
Mark Zandi, chief economist at Moody's Economy.com, who is a consultant to Democrats in the administration and Congress, is advocating extending the credit through August and making it available to all home buyers. He said failure to extend the credit just as more foreclosures enter the market will push housing prices down.
Also, the House is expected to pass legislation to extend the credit through 2010 for people who have been out of the country in the military, intelligence, or foreign services.

"Let's hope this is true," says Realtor Michelle Sloan. "There are too many buyers out there who want to take advantage of this tax credit but can't for a number of reasons. They may not have enough money for down payment and closing costs or they could be waiting for the acceptance of a short sale offer from a lender - which takes up to six months to close".

The tax credit program is about to expire. Buyers who still want to take advantage don't have much time. Deadline to close is November 30, 2009. At this point, buyers should be under contract in the next couple weeks in order to close on time.

Tax Credit Countdown - It's Not Too Late
The first-time home buyers tax credit ends Nov. 30. That means a buyer must close on a property on or before that date in order to qualify for the $8,000 credit. Is it possible to buy in the next two weeks and still close in time to collect it? Some professionals say yes.
"It still can be done in six weeks," says Sibcy Cline Realtor Michelle Sloan. "I suggest buyers have an accepted contract in place with a seller before October 15th, to be sure they will close in time."
Economist Kevin Gillen of Econsult predicts a mad rush to close as the deadline nears.
Bruce Hahn, president of the American Homeowners Grassroots Alliance in Arlington, Va., is pushing for an extension and an expansion of the credit. Legislation to do that is critical, he says, because the recovery has so far been mostly jobless and people need more time to get their feet on the ground in order to buy.

Mortgage Rates on the Rise - Buy Now
Meanwhile, the average rate on a 15-year fixed loan climbed to 4.68 percent from 4.63 percent. Five-year adjustable-rate mortgages ticked up to 4.75 percent from 4.73 percent, but one-year ARMs slipped to 4.72 percent from 4.78 percent.
Housing officials remain concerned that higher rates could cause some prospective home buyers to delay purchases if they are unable to qualify for larger amounts, thus slowing down recovery efforts.

Appraisal Issues
Sellers have 3 things to be concerned about these days.
1. Waiting for the right buyer to enter your home and make an acceptable offer.
2. Negotiating repairs following inspections.
3. Getting an acceptable appraisal.
Today a seller was told the appraisal was $15K less than the negotiated sales price. How can that be?? We have a willing and able buyer. The buyer sets the market, right? NO! Beware, the appraiser now can set the price that the lender will accept for the property.
What are a seller's options. Accept the reduced price. Fight the appraisal and request another one. Or put the house back on the market and hope for a better appraisal next time.
The best option is likely to accept the reduced price because there is no guarantee waiting for a new offer will give you a better outcome. Also, a buyer may walk if another appraisal is requested and provides a higher price.

Short Sale Opportunity

FHA Approved -- Not Always
If a buyer is FHA approved, a buyer only has to bring 3.5% downpayment to the closing table but they may not get to the closing because not all properties are FHA approved.
A lender can get a "spot approval" on a property that is not on "the list" but it has to meet several different criteria.
Buyers make sure you talk to your Realtor and Mortgage Lender about this. If you can't get a loan on a specific property, then you are wasting your time and the sellers.

Take Pictures Now to Sell House Later
A picture is worth a thousand words. That is true, especially when selling your home.
Often times moving is not by choice, but because of a job transfer or dramatic change in a family's life. Here's a little tip to help during those times when you have to sell your home unexpectedly.
Take digital photos of your home all year round. Especially in spring, summer and fall when the yard is looking it's best. Remember, no people in these shots. You want to show off the property. If you have a flower garden or tree that looks great, take a picture. Then, make a computer file of these photos to forward to your Realtor.
If you then have to sell in the dead of winter you can bring out the photos of what your home looks like in all seasons. These photos can be uploaded to MLS or you can create a scrapbook to place on the counter when potential buyers stop by. It will show how great your house looks and how proud you are of it.

Mason Condo Market
There is an overabundance of condos on the market in Mason right now. There are 146 units for sale. The price range is $54,000 to $435,000. It is definitely a buyers market for condos.
One benefit to owning a condo is lower maintenance and no yard work!
But one drawback is the HOA or Homeowners Association monthly fees. These fees can be as little as $100 a month to $300 a month. That's in addition to your mortgage. These monthly fees usually cover outside maintenance of the unit and sometimes utilities are included. Each community is different.
A higher down payment may also be required from a lender if you plan to purchase a condo. New guidelines require a minimum of 10% down for a conventional loan. Talk to a qualified mortgage officer for details.
