Buyers -- Time is running out!
Potential home buyers who delay have a lot to lose.
First-time home buyer and move-up tax credits worth $8,000 and $6,500, respectively, expire April 30. Buyers who qualify get a dollar-for-dollar reduction in taxes, or a cash payment, if they don't pay enough taxes to cover the credit.
Other factors that should spur buyers:
Low mortgage rates. If the Federal Reserve stops buying mortgage-backed securities at the end of March, 30-year rates will almost certainly rise to more than 6%. Freddie Mac documented a decline in mortgage rates during the week ended March 4, with 30-year fixed home loans slipping to 4.97% from 5.05% and 15-year interest averaging 4.33%.

Even though we’ve had record snowfall for the month of February, people are still out looking at homes. Last Saturday, February 13th, the Sibcy Cline Appointment Center set 746 showings. This is the highest number of appointments we’ve ever had on one day. The three-day period for Friday, Saturday and Sunday (February 12-14) had 1,393 showing appointments – that’s the most in over a year.

Long Term Mortgage Rates.. Stable and Low
McLEAN, VA -- Freddie Mac (NYSE:FRE) today released the results of its Primary Mortgage Market Survey (PMMS) in which the 30-year fixed-rate mortgage (FRM) averaged 5.01 percent with an average 0.7 point for the week ending February 4, 2010, up from last week when it averaged 4.98 percent. Last year at this time, the 30-year FRM averaged 5.25 percent.
The 15-year FRM this week averaged 4.40 percent with an average 0.7 point, up slightly from last week when it averaged 4.39 percent. A year ago at this time, the 15-year FRM averaged 4.92 percent.

Home Buyer Changes - FHA
On Jan. 20, 2010, HUD issued a press release with regard to FHA lending changes. It addresses risk and the strengthening of finances. One major change, as shown below, states:
- New borrowers will now be required to have a minimum FICO score of 580 to qualify for FHA’s 3.5% down payment program.
- New borrowers with less than a 580 FICO score will be required to put down at least 10%.

The 2010 Home Buyer Tax Credit
Late last year, Congress modified the $8,000 First-Time Home Buyer Tax Credit program, converting it from a "first-time" buyer program into an "everyone" buyer program.
Under the new terms, first-time buyers are eligible for up to $8,000 in federal tax credits and long-time homeowners can get up to $6,500. A "long-time" homeowner is someone who has owned a primary residence for 5 or more consecutive years dating back to 2002.

June 30, 2010 : You must be closed on your new home

Interest rates predicted to reach 6%
Interest rates are likely to rise to 6% by the end of 2010, predicted Amy Crews Cutts, deputy chief economist at Freddie Mac.
The end of the Federal Reserve program that buys mortgage-backed securities will drive rates higher because private buyers will demand more return than the Fed.
"Extraordinary resources have been put into keeping the rates down and supporting the mortgage markets and it's hard to imagine that the rates can go much lower than they are," Crews Cutts said. "Anything we get at or below 5% is a gift at this point."

Home Sales UP in Cincy Area
Home Sales Up 5 Months in a Row -
October Strongest % Gain This Year
Local home sales -- for the fifth month in a row -- surpassed sales activity from a year ago.
Sales last month totaled 1,724 homes, up 15% from last October. It was the strongest
year-over- year return for any month this year.
Nationally, home sales increased 23% from a year ago.
The federal tax credit for first-time buyers continued to be the positive “shot in the arm” for
buying last month. That program was set to expire Nov. 30.
Other factors for the October gain included low mortgage rates and a favorable inventory of
homes from which a buyer could select. Mortgage rates for a 30-year fixed rate loan now average
5.07%. A year ago it was 6.31%. Lower mortgage interest costs a homeowner less each month in
housing payment.
Congress recently extended and expanded the tax credit program for home purchases made by
April 30, 2010 and close by June 30. The enhanced program continues with a tax credit up to $8,000 for
first-time buyers, but also $6,500 for current homeowners who buy between now and April 30.
Inventory of homes for sale currently is at 7.48 months compared to 10.28 months a year ago. A
balanced market – for buyers and sellers -- is from 5 to 6 months.

Homebuyer Tax Credit - Extension Update
Good news from Washington. The House will vote today on a bill that would extend the first-time homebuyers tax credit. The Senate passed the legislation 98-0, yesterday.
The current $8,000 tax credit for first-time homebuyers set to expire at the end of the month, President Barack Obama is expected to quickly sign the measure into law to extend benefits through April 2010. The program would also allow a $6,500 credit for homebuyers who have lived in their current residences for five years.
Sibcy Cline Realtor Michelle Sloan says, "This is the incentive needed to help some buyers make a commitment and it gives them a little time to get their financial situation in order to buy a home."
